You are invited to submit a proposal to provide hauling of bio-solids from ACC water reclamation facilities to landfills for the Water Reclamation/Athens-Clarke County-Public Utilities Department.
Background
The Unified Government of Athens-Clarke County (ACCGov) is seeking competitive proposals from responsible vendors to provide hauling of bio-solids from ACC water reclamation facilities to landfills or other land applications. This initiative is part of the Water Reclamation/Athens-Clarke County-Public Utilities Department's efforts to manage increased bio-solids production due to upgrades in wastewater treatment facilities. The contract will initially be for one year, with the option to extend for up to four additional one-year terms.
Work Details
The contractor will provide all personnel, equipment, tools, materials, supervision, and services necessary for hauling bio-solids. Specific requirements include:
1. Provision of thirty (30) foot rubber tire dump trailers made of steel or aluminum with sufficient capacity for sludge generation.
2. Containers must be stored and unloaded only in designated areas at Athens-Clarke County Water Reclamation Facilities (WRFs).
3. Sufficient containers must be available to meet disposal needs as determined by the Plant Supervisor, with additional equipment provided within four weeks of notification.
4. Each facility requires dedicated drivers and tractors; specifically, three trailers for North Oconee WRF and two for Cedar Creek WRF.
5. Maintenance of containers in 'near-new' condition and return them clean and odor-free after use.
6. All vehicles, equipment, labor, insurance, utilities, end-use sites, and permits necessary for the legal transport and disposal of bio-solids must be provided by the contractor.
7. The contractor assumes ownership of bio-solids once loaded into their transportation equipment and is responsible for proper disposal in compliance with applicable laws.
Period of Performance
The contract performance period is set for 12 months from the date of award, with options to renew annually for up to four additional years.
Place of Performance
Services will be performed at the North Oconee Water Reclamation Facility located at 150 North Oconee Access Road, Athens, Georgia 30605,
and Cedar Creek Water Reclamation Facility located at 4100 Barnett Shoals Road, Athens, Georgia 30605.
