Background
The City of Roswell is updating its Impact Fee Program to address the effects of new developments and redevelopments on local infrastructure. This initiative aims to ensure compliance with the Georgia Development Impact Fee Act of 1990 and its amendments. The program will be tailored to meet the unique needs of Roswell, creating a framework that is easily understood by the public and local decision-makers, while integrating seamlessly into the City's administrative processes.

Work Details
The selected consultant will conduct an impact fee study that includes:

1. Assessing public facility categories for the Impact Fee Program, including Roads, Police, Fire, Parks, and Recreation Facilities.
2. Establishing public policies to guide the update process and identify funding alternatives for future capital improvements.
3. Creating an Impact Fee Methodology Report detailing eligible projects for funding.
4. Developing an Impact Fee Ordinance for adoption by the City Council.
5. Providing ongoing advice and support after implementation.

Tasks include:
- Project Kick-Off and Data Collection
- Drafting an Impact Fee Assessment Report
- Conducting Policy Directions Workshops
- Preparing an Impact Fee Methodology Report
- Drafting amendments to the Impact Fee Ordinance
- Facilitating public hearings for ordinance adoption.

Period of Performance
The contract period will begin upon execution and will continue through the completion of all tasks outlined in the RFP, including data collection, report drafting, workshops, and ordinance adoption processes.

Place of Performance
The work will be performed within the City of Roswell, Georgia.
