Description

The Georgia World Congress Center Authority will receive responses from PREQUALIFIED energy service providers. The Authority retains the right to reject any or all submittals, and to waive technicalities, irregularities, and informalities, or cancel this procurement at any time. IMPORTANT- A RESTRICTION OF COMMUNICATION IS IN EFFECT FOR THIS PROJECT. From the time of advertisement of this solicitation until final award is made, interested firms are not allowed or permitted to communicate about this solicitation or scope with any staff or any official representatives of the Authority, GWCC, or other facilities of the Authority, or their consultants, except for submission of questions as instructed in the RFP, or as provided by any existing work agreement(s). Finalists and Apparent Awardee(s) are restricted from making public statements or press releases about their selection as finalists or their apparent award. For violation of this restriction, the Authority reserves the right to reject the submittal of the offending respondent.
Background
The Georgia World Congress Center Authority (GWCCA) is issuing a Request for Proposals (RFP) to select a prequalified energy service provider (ESP) for a Guaranteed Energy Savings Performance Contract (GESPC) project.
The goal of this RFP is to engage an ESP to conduct an investment-grade energy audit and, if selected, implement energy conservation measures that guarantee savings.
This initiative aligns with GWCCA's mission to enhance operational efficiency and sustainability within its facilities.

Work Details
The selected ESP will be responsible for:
- Conducting an investment-grade audit of the premises,
- Producing an audit report with recommendations for energy conservation measures (ECMs),
- Providing detailed designs and specifications for the ECMs,
- Executing the installation and commissioning of these ECMs.
The GESPC will include two phases: ECM Installation Work and ECM Continuing Services.
The ESP must guarantee that the dollar value of verified savings will meet or exceed the cost of the ECMs within a specified contract time, which shall not exceed 20 years from acceptance of the work.

Period of Performance
The contract period will commence upon the execution of the GESPC and will continue through the completion date established in the GESPC.
The verified savings period shall begin on acceptance of the work or upon notice of commencement from GWCCA and will last until the end of the fiscal year that is seven years thereafter.

Place of Performance
The services will be performed at the Georgia World Congress Center located at 285 Andrew Young International Blvd, Atlanta, GA 30319.
