Downtown Hotel Development Project - Request for Qualifications

Background
The City of Monroe, Georgia, in collaboration with the City of Monroe Urban Redevelopment Agency, is issuing a Request for Qualifications (RFQ) to identify a qualified developer for the design, construction, and operation of a boutique hotel in the downtown area.

This initiative aims to enhance the city's vibrant downtown district by attracting a high-quality hotel that will contribute to the local economy and provide exceptional guest experiences.

The project site is located at 216 Davis Street, previously home to a cotton warehouse and an antique shop, covering 1.72 acres. The city has been actively working on revitalizing its downtown area through various plans and incentives, including leveraging grants for significant projects.

Work Details
The selected developer will be responsible for:
- Designing and constructing a branded boutique hotel that incorporates the historic Oakes Hardware building into its development.
- The hotel should feature a nationally recognized brand and provide a mix of amenities that cater to both tourists and local residents.
- The project must align with the city’s vision for a walkable, mixed-use central business district that complements existing local businesses and event venues.
- Developers are encouraged to propose innovative designs that reflect the character of Monroe while ensuring operational viability.
- A feasibility study conducted by The Highland Group has indicated potential market demand for a higher-end boutique hotel in this location.

Period of Performance
The RFQ responses must be submitted by April 3, 2025, with subsequent phases including due diligence and negotiations expected to follow after selection of the preferred developer.
