Jeff Davis County was impacted by Hurricane Helene on September 29, 2024. In order to recover from this disaster and respond to disaster events in the future, Jeff Davis County seeks to establish a contract with an experienced contractor for disaster debris removal and disposal services Jeff Davis County and all Jeff Davis County Jurisdictions resulting in immediate work with all entities either as a separate contract or as one contract through intergovernmental agreement.

Jeff Davis County, Georgia, was impacted by Hurricane Helene on September 29, 2024. To recover from this disaster and respond to future events, the County seeks to establish a contract with an experienced contractor for disaster debris removal and disposal services. This contract will serve all jurisdictions within Jeff Davis County and aims to facilitate immediate work through either separate contracts or a single contract via intergovernmental agreement.

Work Details
The contractor will be responsible for removing and disposing of all eligible debris from FEMA eligible private property, commercial property, and maintained right-of-ways (ROW). The contract is initially awarded for 120 days but may be extended until June 30, 2025, with three additional two-year extensions possible.

Key tasks include:
- Securing and permitting debris reduction sites;
- Reducing vegetative debris through compaction, burning, or chipping;
- Clearing and separating eligible debris;
- Hauling it to approved sites;
- Ensuring compliance with FEMA guidelines;
- Repairing any damage caused during operations;
- Using approved equipment;
- Conducting operations safely in accordance with OSHA standards;
- Submitting daily reports on operations.

The contractor must also ensure that hazardous limbs and trees are addressed appropriately. Performance metrics include maintaining a minimum of ten grapple trucks and bucket trucks on-site by the operational start date of November 18, 2024.

Period of Performance
The contract will commence on November 18, 2024, with an initial performance period of 120 days. The maximum allowable time for completion is set at 180 calendar days from the incident date unless extended by the County.

Place of Performance
The services will be performed throughout Jeff Davis County, Georgia.
