Bid Pricing Request for Employee Benefits Offerings

Background
The Effingham County Board of Education is seeking bid pricing on benefits offerings for its employees. The board aims to establish a long-standing partnership with a benefits broker/agent to strategically plan, design, and negotiate a comprehensive benefits package. The selected broker/agent will collaborate closely with the board to educate, communicate, and deliver the benefit package to employees in an efficient and innovative manner.

Work Details
The scope of work includes collaborating with the ECSD Benefits Committee to gather employee feedback on current benefit offerings, evaluating, comparing, and marketing recommended benefit plans to secure optimal products, services, and value for ECSD employees. It also involves conducting audits on resulting contracts to ensure accuracy of coverage, terms, and conditions; ensuring compliance with state and federal legislation; maintaining and updating the Section 125 Cafeteria Plan regularly; handling all legally required notifications, tax reporting, and other documentation. The broker/agent is also expected to conduct annual reviews of the employee benefits package to assess quality, cost-effectiveness, competitiveness, plan administration, enrollment, and performance analysis.

Period of Performance
The timeline includes the release of RFP on March 4, 2024; deadline for questions on April 4, 2024; proposals due on April 5, 2024; review period from April 8 - April 12, 2024; presentations to Benefits Committee on April 18, 2024; recommendations to BOE on May 1, 2024; notifications to all vendors on May 2, 2024; transition/start date on July 1, 2024.
