Background
Washington County, Georgia is issuing this contract to secure a debris removal contractor to manage storm-related debris removal services. The County aims to ensure effective recovery operations following major disasters by retaining the right to assign this contract to the appropriate authority responsible for administering such contracts with the State of Georgia.

Work Details
The contractor will be responsible for:

1. Debris Removal:
a. Removing debris from public rights-of-way and other public properties, including vacant lands and operational facilities, as necessary to ensure public health and safety.
b. Removing hazardous trees, branches, and stumps as directed by the County.
c. Placing compacted fill dirt in areas created by equipment or stump removal that pose hazards to public access.

2. Debris Processing:
a. Establishing Temporary Debris Staging and Reduction Sites (TDSRS) designated by the County, which includes preparation, maintenance, and operation of these sites.
b. Processing all debris in compliance with local, state, and federal laws, including segregation of different types of debris (vegetative, construction, recyclable, etc.) prior to reduction methods like tub grinding or incineration when approved by the County.
c. Abating hazardous waste identified by the County according to applicable laws.
d. Documenting all processes for FEMA reimbursement including maintaining records of debris loads and inspections.

Period of Performance
The contract will commence upon issuance of a purchase order or work task assignment following a major disaster event and will continue until all storm debris has been removed and processed as per the requirements outlined in the contract.

Place of Performance
The work will be performed within Washington County, Georgia, specifically on public streets, roads, right-of-ways, County properties and facilities, and other designated public sites.
