Description

The Department of Environmental Protection is requesting Responses from qualified vendors to provide Petroleum Products Corporation Superfund Site Remedial Action Services.

Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post a bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.

Background
The Florida Department of Environmental Protection (DEP) is issuing this Request for Proposals (RFP) for Remedial Action Services at the Petroleum Products Corporation Superfund Site located at 3150 W Pembroke Road, Pembroke Park, FL 33009.
This site has been designated as a Superfund site due to extensive contamination from the disposal of waste oil and sulfuric acid, leading to soil and groundwater contamination.
The EPA has been involved in the cleanup efforts for over 30 years, and a Record of Decision (ROD) was signed in 2021 outlining the selected remedial actions.
The DEP aims to secure a contractor to implement these actions in compliance with CERCLA and state regulations.

Work Details
The contractor will provide comprehensive Remedial Action Services which include:
1. Demolition and disposal of existing buildings on-site.
2. Excavation and disposal of contaminated soils located above the groundwater table.
3. In-situ stabilization/solidification (ISS) of soils using large-diameter soil augers.
4. Submission of a detailed Remedial Action Work Plan (RA Work Plan).
5. Acting as the Engineer of Record for the Remedial Action at the site.
All activities must comply with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Florida Administrative Code Chapter 62-780, and associated guidance documents.

Period of Performance
The initial term of the contract will be five (5) years with an option for up to five (5) additional renewal years at the discretion of the Department.

Place of Performance
The services will be performed at the Petroleum Products Corporation Superfund Site located at 3150 W Pembroke Road, Pembroke Park, FL 33009.

Bidder Requirements
Respondents must have experience implementing remedial actions under CERCLA and must not have provided environmental design or remediation services on this site after August 2021 due to conflict of interest concerns.
Additionally, all respondents must be properly licensed to do business within Florida and registered with the Florida Department of State.
