This request for proposal (RFP) is for the Early Learning Coalition of Hillsborough County ( ELCHC or Coalition ) to identify and contract with a single organization to provide outsourced human resources services during the three-year period May 1, 2025 to April 30, 2028, with an option to renew for an additional three-year period.

Background
The Early Learning Coalition of Hillsborough County (ELCHC) is a nonprofit organization established in response to the School Readiness Act in 2000. It is dedicated to ensuring quality early care and education for children in Hillsborough County. The Coalition's mission is to provide high-quality, equitable, and inclusive early learning experiences for children from birth to five years old.

This Request for Proposal (RFP) aims to identify and contract with a single organization to provide outsourced human resources services over a three-year period from May 1, 2025, to April 30, 2028, with an option for an additional three-year renewal.

Work Details
The selected contractor will provide comprehensive outsourced human resources services for the Coalition's staff of 146 employees. Key responsibilities include:
- **Recruitment and Talent Management**: Manage job descriptions, approvals, postings, interviews, candidate evaluations, background screenings, hiring letters, job offers, and onboarding processes. The Coalition typically has around 5 open positions at any time and filled 9 positions in the past year.

- **Performance Management**: Oversee the annual performance review process and address performance issues throughout the year. This includes advising leaders on performance improvement plans and managing terminations.

- **Employee Engagement**: Enhance employee engagement through support for manager meetings and initiatives that boost morale and productivity. This includes planning resource fairs and benefit enrollment events.

- **Training and Professional Development**: Identify training needs across the Coalition and source appropriate resources.

- **Legal Compliance**: Assist with HR policy development and address employee concerns regarding harassment or discrimination. Ensure compliance with federal, state, and local regulations.

Service levels include returning all employee communications within 24 hours and filling open positions within an average of 45 days. The contractor will also be responsible for maintaining audit readiness of employee files.

Period of Performance
The contract will be performed over a three-year period from May 1, 2025, to April 30, 2028, with an option to renew for an additional three years.

Place of Performance
The services will primarily be performed at the Early Learning Coalition's office located at 6302 E. Dr. Martin Luther King Jr. Blvd., Suite 100, Tampa, FL 33619.
