Operation and Management of Contractor-Operated Correctional Facilities Gadsden Correctional Facil

Background
The Florida Department of Corrections (FDC) is issuing this Invitation to Negotiate (ITN) to establish a contract for the operation and management of the Gadsden Correctional Facility, located in Gadsden County, Florida. The facility was built in 1994 and has a capacity of 1,544 beds, housing adult females sentenced to the FDC.

The estimated annual spend for this contract is $49,683,450; however, this figure is for informational purposes only and does not guarantee actual or minimum spending under the contract. The Department intends to make a single award for this location but reserves the right to amend solicitation requirements or reject all replies.

Work Details
The contractor will be responsible for the comprehensive operation and management of the Gadsden Correctional Facility. This includes providing sufficient trained staff to maintain security, control, custody, and supervision of inmates in compliance with applicable court orders and ACA Standards.

The contractor must provide an organization chart detailing all positions within the facility, indicating which are certified and mission-critical. Additionally, all services provided must meet the requirements set forth in the ITN and any associated attachments.

Period of Performance
The initial term of the contract will be three (3) years with options for renewal for successive two (2) year periods contingent upon satisfactory performance evaluations by the Department and availability of funds.
