General Aeronautical Services Permits

Background
Miami-Dade County, represented by the Miami-Dade County Aviation Department, is seeking proposals for General Aeronautical Services Permits (GASP) to be provided to Commercial Aircraft Operators and Airlines at Miami International Airport (MIA).
The goal is to enter into individual permits with up to six qualified permittees for a full range of general aeronautical services.
The county aims to enhance operational efficiency and service quality at MIA through these permits.

Work Details
The scope of services includes:
1. **Ticket Counter and Operations Services** - Handling passengers at ticket counters, including ticket sales, baggage weighing, and providing information services.
2. **Passenger Services** - Preparing baggage clearance documents, arranging in-flight meals, and assisting disabled passengers.
3. **Ramp Services** - Towing aircraft, loading/unloading passengers and cargo, cleaning aircraft, and providing utility services.
4. **Porter Assistance Services** - Handling baggage transportation in terminal areas and providing wheelchairs upon request.
5. **Dispatching and Communications Services** - Providing ground-to-aircraft communication services and flight clearances.
6. **Meteorological Navigation Services** - Offering weather information for navigation as per FAA requirements.
Additionally, support services may include cleaning leased facilities of air carriers, delayed baggage services, security services in baggage claim areas, and non-ramp cargo services.

Period of Performance
The permits will be awarded for an initial period of five years with the possibility of two extensions of two years each.

Place of Performance
The contract will be performed at Miami International Airport (MIA), Miami-Dade County, Florida.
