Engineering Design Consultant Services Community Center Shoreline Rehabilitation - RFP

Background
The City of St. Pete Beach is seeking proposals from qualified engineering design consultants to provide engineering, permitting, and bid services for the Community Center Shoreline Rehabilitation project. This project is cooperatively funded through the Florida Division of Emergency Management (FDEM) Hazard Mitigation Grant Program for design and the Florida Department of Environmental Protection (FDEP) Resilient Florida Program for construction.

The goal is to replace existing deteriorating seawalls at the Recreation Center and Horan Park with a resilient, sustainable shoreline solution that integrates flood protection, environmental enhancements, and public use elements.

Work Details
The selected consultant will provide a full engineering design package including:
1. Regulatory Compliance with local ordinances and federal regulations.
2. Permitting through various agencies including City Planning & Zoning and U.S. Army Corps of Engineers.
3. Design Development & Construction Methodologies that balance living shoreline integration and structural resilience.
4. Public Engagement & Visualization including renderings for public meetings.
5. Marine Life Preservation Strategy to assess existing habitats and develop preservation methodologies.

The project will involve replacing approximately 970 linear feet of seawall, maintaining a minimum cap elevation of 5 feet NAVD 88, integrating living shorelines with hardened structures, and providing public-friendly features such as seating areas and fishing opportunities.

Period of Performance
The work is expected to be completed within three (3) years from contract execution, with an option to renew for two additional one-year periods.

Place of Performance
The contract will be performed in St. Pete Beach, Florida, specifically at the Recreation Center and Horan Park.

Bidder Requirements
Bidders must be licensed, bondable, and insured according to the City’s requirements. They must submit a signed/notarized Contractor’s Bid Submittal along with a Fee Schedule, References, Contractor’s license and insurance certificates, and a Public Entity Criminal Affidavit.
