Background
The City of Fort Lauderdale is seeking a qualified Consulting Firm to provide Technical Assistance for its Community Development Block Grant - Disaster Recovery (CDBG-DR) program on behalf of the US Department of Housing and Urban Development (HUD).
The goal is to implement and manage the City's CDBG-DR program, which includes conducting needs assessments, developing an Action Plan, obtaining HUD approval, implementing identified projects, documenting compliance, and maintaining the Disaster Recovery Grant Reporting System.

Work Details
The Scope of Work will be performed in five phases:
1. **Phase I**: Develop a Citizen Participation Plan for the CDBG-DR program. Coordinate with the City’s Finance Department to complete the Financial Management and Grant Compliance Certification checklist. Submit this checklist to HUD for review, maintain records securely, and post public notices on the City’s CDBG-DR webpage.

2. **Phase II**: Apply for access to the HUD Disaster Recovery Grant Reporting system (DRGR). Develop a needs assessment survey with City approval, host at least three public meetings and two public hearings, and submit the Action Plan to HUD via DRGR.

3. **Phase III**: Implement the approved Action Plan by developing policies and procedures for all programs/activities outlined in it. These must be reviewed by relevant City offices before implementation.

4. **Phase IV**: Manage project/activity implementation ensuring that 70% of funds serve low/moderate income households. This includes soliciting services in compliance with procurement standards and providing monthly updates on projects.

5. **Phase V**: Conduct master reconciliation, independent audit, document accomplishments in DRGR, and work with city staff and HUD to close out the grant.

Period of Performance
The contract duration is five years from the date of award by the City Commission, with an option to extend for two additional six-month periods if agreed upon by both parties.

Place of Performance
The services will be performed within Fort Lauderdale, Florida.

Bidder Requirements
Proposers must demonstrate relevant experience in developing and implementing CDBG-Disaster Recovery programs. The Project Manager must have at least five years of experience in similar roles. Proposers must also comply with all applicable laws including E-Verify requirements for employment eligibility verification.
