Cloud-based Fiscal Tracking System (FTS)

Background
The Department of Military Affairs seeks to replace its existing Fiscal Tracking System (FTS), which has been in operation for over 20 years.
The new system will be developed in a cloud environment and aims to enhance the efficiency and effectiveness of tracking and managing financial data related to state and federal cooperative agreements.

Work Details
The project includes the design, development, and implementation of a modern, cloud-based Fiscal Tracking System (FTS) with the following key components:

1. Functional Requirements:
- Purchase Orders: Capture and manage purchase orders tied to various agreements.
- Invoices: Record and process vendor invoices and track payments.
- Direct and Travel Payments: Facilitate recording and tracking of direct payments and travel-related expenditures.
- Payroll Data: Track payroll expenses against cooperative agreements.
- Agreement Cash Balances: Monitor and report on cash balances for each agreement.
- Form 270 Workflow Management: Manage workflow for reimbursement requests, including submission of Form 270 and supporting documentation.

2. Reports Generation: Access to reports such as Agreement Cash Balances, Program Manager Reports, Vendor Invoice Reporting, Federal LOA/AMSCO Detail Reports, Federal LOA/AMSCO Summary Reports, Form 270 Worksheets, CPP query for invoices, Deposit tracking.

3. Integration with Florida PALM System: Provide an interface for seamless data exchange with the Florida PALM system including automated secure data transfer and spreadsheet upload capabilities.

4. Technical Requirements: The system must be hosted in a secure cloud environment with robust security measures, a user-friendly interface, and data migration capabilities from the existing system without loss or corruption.

5. Project Management: Execute project phases including requirements gathering, design, development, testing, deployment, training; establish a realistic timeline with milestones; provide comprehensive training for users.

Period of Performance
The contract will be performed over a timeline established during the project planning phase with clear milestones and deliverables.

The services will be performed at the Department of Military Affairs located at Saint Francis Barracks, 82 Marine Street, St. Augustine, FL 32084.
