Automated Closed Captioning System Project

Background
The City of Winter Springs, located in Seminole County, Florida, is part of the Orlando-Kissimmee-Sanford Metropolitan Area. The city has a population of 38,317 as of 2021 and covers an area of 14.99 square miles.

The purpose of this Request for Proposals (RFP) is to select a qualified audio/visual system company to provide an Automated Closed Captioning System that meets the city's needs.

Work Details
The selected vendor will provide an Automated Closed Captioning System that includes all necessary hardware, software, installation, and system commissioning costs. The system must meet the following requirements:
- Automated closed captioning and transcription of speech to text with speed and accuracy.
- Support for both video and open captioning during live meetings and events.
- Configurable for different programs with an easy-to-use scheduler.
- Multi-speaker identification capability.
- Low latency speech-to-text functionality in real-time environments.
- Connection compatibility with a Granicus encoder using SDI input.
- Availability 24/7 throughout the year.
- Provision of a minimum of 2 hours of remote training for users.
- Compatibility with Windows or Linux operating systems managed via a web browser.
- AR/VR/XR graphics capabilities.
- Compliance with ADA and 21st Century CVAA guidelines.

Period of Performance
The contract period will commence upon award and is expected to include installation and commissioning within a timeline agreed upon during contract negotiations.

Place of Performance
The services will be performed at the City of Winter Springs, Florida.
