Annual Backflow Test, Repair and Replacement for All City Facilities

Background
The City of Jacksonville, Florida, through its Public Buildings Division, is seeking bids for the Annual Backflow Test, Repair, and Replacement services for all city facilities. This contract aims to ensure compliance with safety and operational standards related to backflow prevention systems across city properties. The goal is to maintain the integrity of the water supply and protect public health by ensuring that backflow devices are tested, repaired, and replaced as necessary.

Work Details
The contractor will provide backflow testing, repair, and replacement services on an as-needed basis. Services may require emergency response at the discretion of Public Buildings. The contractor must be available during normal work hours for testing and 24/7 for repairs and replacements. The scope includes:

1. Conducting annual backflow tests on all devices.
2. Performing necessary repairs or replacements of backflow devices.
3. Reporting requirements may include direct communication with JEA (Jacksonville Electric Authority) and providing copies of responses to the City.
4. The contract will begin on November 19, 2025, for a term of three years with an option for one additional year at the City's discretion.

Period of Performance
The initial contract period is three years starting from November 19, 2025, with an option for one additional year based on mutual agreement.

Place of Performance
Services will be performed at various city facilities located throughout Jacksonville, Florida.

Bidder Requirements
Bidders must be legally authorized to conduct business in Duval County and comply with all local business licensing requirements. They must provide proof of applicable licenses and experience in similar projects. Additionally, bidders are encouraged to utilize Jacksonville Small and Emerging Businesses (JSEBs) in their proposals.
