Background
The Florida Department of Agriculture and Consumer Services (FDACS), specifically the Florida Forest Service (FFS), is seeking competitive bids for the improvement of roads within Belmore State Forest (BSF) located in Clay County, Florida. This project aims to enhance approximately 3.2 miles of forest roads, specifically targeting improvements to four roads: Kenwood, Shanty, McCoy’s Cup, and Kettle Road. The budget for this project is approximately $320,000.

Work Details
The contractor awarded the bid will be responsible for furnishing all labor, materials, equipment, tools, transportation, supplies, and supervision required to complete the project according to the specifications outlined in the solicitation. The specific tasks include:
- Improving 0.6 miles of Kenwood Rd from the intersection of Kettle to Shanty Rd.
- Improving 1.1 miles of Shanty Rd from the intersection of Kenwood to McCoy’s Cup Rd.
- Improving 0.6 miles of McCoy’s Cup Rd from the intersection of Shanty and Kettle Rd.
- Improving 0.9 miles of Kettle Rd from the intersection of McCoy’s Cup to Orleans Rd.
- Replacing and armoring one culvert located on McCoy’s Cup Road near its intersection with Shanty Rd., which must be a 24-inch diameter, 25-foot-long plastic culvert armored with concrete bags or slag sourced from specified stockpiles.

The finished road surface will require grading and compaction to ensure a smooth and durable driving surface with a final width between 12-14 feet and a centerline crown with a slope of 2 - 4%. All materials used must comply with Florida Department of Transportation (FDOT) standards.

Period of Performance
Construction shall be substantially complete within 120 calendar days after issuance of the Notice to Proceed.

The work will be performed within Belmore State Forest located in Clay County, Florida.
