Background
The State of Florida, Department of Military Affairs (DMA), Construction & Facility Management Office (CFMO) is seeking qualifications from professional services firms for Architectural-Engineering (A/E) services. The goal is to design and develop construction documents for a new Operational Readiness Training Complex at Camp Blanding Joint Training Center in Starke, Florida. This project aims to enhance the training support capabilities for the Florida Army National Guard (FLARNG) and other military units.

Work Details
The selected firm will provide comprehensive Architect-Engineer services throughout all phases of the project lifecycle, including site investigation, design, procurement & bidding, construction administration, and administrative closeout. Specific tasks include:
- Conducting boundary, topographical, and utility surveys.
- Performing geotechnical investigations with foundation recommendations.
- Attending user design conferences to finalize designs.
- Preparing conceptual, preliminary, and construction design submittals.
- Conducting constructability reviews and responding to contractor inquiries.
- Researching state and local code requirements.
- Acquiring necessary permits including stormwater and environmental permits.
- Developing technical specifications and operation & maintenance manuals.
- Providing detailed line-item construction cost estimates.

The project will consist of constructing a 28,094 SF Training Support Center along with supporting facilities such as:
- 100 SF Control Material Handling (HAZMAT)
- 275 SY Pavement for Military Equipment Parking (MEP)
- 450 SY Rigid Pavement for Operations
- 2,950 SY Flexible Paving
- 898 LF Security Fencing/Gates
- 150 SY Curbing
- 472 SY Sidewalks
- 1 Detached Sign

All designs must comply with current Florida Building Codes, local building codes, energy codes, ADA criteria, and strive to meet LEED Silver standards. The estimated construction cost is $18,402,000.

Period of Performance
The anticipated timeline includes design completion by June 2026 with ongoing phases starting from January 2025 through various milestones leading up to the final project completion.
