Pre-Apprenticeship

Background
The State of Delaware, through its Division of Employment and Training, is seeking professional services to implement high-quality Pre-Apprenticeship programs aimed at creating a qualified pipeline of Registered Apprentices.

The initiative focuses on expanding participation from underrepresented, disadvantaged, or low-skilled populations in Registered Apprenticeship (RA) programs, particularly emphasizing the inclusion of women in trades. This RFP is issued under the authority of 29 Del. C. §§ 6981 and 6982.

Work Details
The selected provider will be responsible for delivering comprehensive Pre-Apprenticeship programs that include:
- Programs designed to serve any apprenticeable occupation with a focus on women in trades.
- Heavy employer involvement and wrap-around services to support both employers and pre-apprentices.
- Case management through an Apprenticeship Navigator to assist participants in job search and placement efforts with Registered Sponsors.
- Development of a curriculum aligned with industry standards that includes work-readiness training, career exploration activities, and hands-on training opportunities such as job shadowing and internships.
- Engagement with RA Sponsors to ensure job placement support for participants.
- Inclusion of underrepresented, disadvantaged, or low-skilled populations in program design and implementation.

Period of Performance
The contract period will commence on November 1, 2024, and conclude on December 31, 2026.

Place of Performance
The services will be performed within the State of Delaware.
