Online Learning Consortium Support (eHBCU)

Background
Delaware State University (DSU) is seeking proposals from qualified firms to provide Online Learning Consortium Support (eHBCU). This initiative aims to enhance educational opportunities through a partnership with five other Historically Black Colleges and Universities (HBCUs), focusing on marketing and supporting existing online degree programs as well as developing new certificate and certification programs.

The Consortium is expected to launch in Fall 2025, with the goal of enrolling 5,000-10,000 students by the 2029-2030 academic year.

Work Details
The selected vendor will provide a range of services including:
1) Performance marketing and lead generation for up to 25 existing online degree programs;
2) Development and launch of new certificate and certification programs;
3) Recruitment, conversion, and enrollment services;
4) Infrastructure setup including a Learning Management System;
5) Instructional design and course development services;
6) Additional support services such as retention-focused student support, help-desk services, and career services.

The vendor must also detail their investment in marketing efforts, expected enrollment targets, and pricing models including revenue share or fee-for-service options.

Period of Performance
The contract will be for five years with an option for two additional one-year extensions. The anticipated start date for the contract is June 30, 2025.

Place of Performance
The services will be performed primarily at Delaware State University in Dover, Delaware. However, it may also involve collaboration with partner universities across the consortium.

Bidder Requirements
Vendors must possess necessary Delaware licenses or certifications to perform the required services. They are required to provide proof of Errors and Omissions insurance before the contract period begins. Additionally, vendors must not be debarred or suspended from conducting business in Delaware.
