Delaware Medical Orders for Scope of Treatment (DMOST)

Background
The State of Delaware, through the Department of Health and Social Services and the Office of the Secretary, is seeking market information to support the Delaware Medical Orders for Scope of Treatment (DMOST) program.

The DMOST program aims to improve the utilization of DMOST forms, which allow individuals to express their healthcare preferences in writing. This initiative is part of a broader effort to enhance palliative and hospice care awareness among healthcare practitioners, providers, and patients. The information gathered from this Request for Information (RFI) may lead to a future Request for Proposals (RFP).

Work Details
The State is seeking consulting services to support the DMOST program, which includes:
1. Developing public education and marketing materials to raise awareness of palliative and hospice care.
2. Conducting DMOST training sessions for healthcare practitioners, providers, emergency care providers, patients, and their families.
3. Implementing outreach activities to promote the DMOST program.
4. Coordinating best practices and research with various stakeholders including the DMOST Steering Committee and Delaware Health Information Network (DHIN).
5. Assisting in the production of an annual DMOST report.
6. Maintaining the DMOST website and providing technical assistance for updates or modifications to the DMOST form.
7. Offering technical support and subject matter expertise as requested by DHSS or the DMOST Steering Committee.
