Schools and Libraries Business Process Outsourcing (BPO) Services

Background
The Universal Service Administrative Company (USAC) is seeking proposals for Business Process Outsourcing (BPO) Services related to the Schools and Libraries Program, also known as the E-Rate Program. This program aims to provide eligible schools and libraries with affordable access to high-speed Internet and telecommunications services. USAC administers the Universal Service Fund under the oversight of the Federal Communications Commission (FCC), processing approximately 36,000 funding applications annually and managing an annual cap exceeding $5.06 billion.

Work Details
The contractor will be responsible for a range of services including application review, appeals, post-commitment application modifications, and invoicing to support the E-Rate funding process. The contractor must utilize USAC's E-Rate IT systems, including the E-Rate Productivity Center (EPC), for processing applications. Specific tasks include:

- Maintaining accurate procedures for reviewers
- Responding to information requests
- Entering data into USAC systems
- Providing mail and form processing services
- Ensuring compliance with federal regulations

The contractor must also provide a full-service operation including facilities, equipment, staffing, training, and reporting.

Period of Performance
The contract will have a base period of twelve (12) months with four (4) optional twelve (12) month extensions available at USAC's discretion.

Place of Performance
All contract services must be performed within the United States at either USAC’s headquarters in Washington D.C., contractor offices located within 100 miles of headquarters, or other approved locations.
