Background
Madison Public Schools (MPS) is seeking bids from qualified vendors to pump out all septic tanks and grease traps at all schools based on a prescribed schedule for a minimum three-year term. This bid also covers the pumping out of the Daniel Hand High School treatment plant facilities and the septic for the Madison Facilities Department Building. The MPS portfolio includes two Pre-K–5 elementary schools, one middle school, and one high school.
Work Details
The contractor will provide all labor, equipment, and materials to conduct full-service septic tank/grease trap pumping, cleaning, and disposal at a State-authorized facility for all MPS locations according to the minimum service frequencies detailed in 'Appendix B- Facility List and Schedule.' Emergency/on-call services must be provided during 'standard time' within 60 minutes of initial call for service and during 'premium time' within 120 minutes. After each service, a statement detailing the amount of scum, sludge, and overall condition of tanks and grease traps must be provided. Documentation of services must be submitted to the Madison Health Department after each service. Any sealed manhole cover must be re-sealed with silicone caulking after cleaning. Non-emergency services must be scheduled when school is not in session during designated recess periods. The contract will last for three fiscal years from July 1, 2025 through June 30, 2028, with potential extensions for two additional one-year periods. The contractor must maintain a minimum fleet of two pumping trucks.
Period of Performance
The contract will commence on July 1, 2025, and continue through June 30, 2028. It may be extended for an additional two one-year periods upon mutual agreement.
Place of Performance
All work will be performed at various locations within Madison Public Schools including Dr. Robert H. Brown School, Daniel Hand High School, Treatment Plant at Daniel Hand High School, Facilities Department, Walter C. Polson Middle School, and Neck River Elementary School.
Bidder Requirements
The contractor must maintain a principal place of business within 60 miles of the Madison Public Schools Facilities Building at 284 Green Hill Road, Madison, CT. Vendors are required to provide proof of insurance as outlined in the ITB documents and ensure compliance with all applicable federal, state, and local laws including licensing requirements.
