Restoration of Eco Park

Background
The City of West Haven, in collaboration with the Land Trust of West Haven, is seeking professionals with expertise in ecological restoration and resiliency to assist in the creation of the West Haven Eco Park.

This project aims to restore 1.5 coastal acres of public shoreline adjacent to the boardwalk into a native plant-based coastal ecosystem by removing invasive species and planting over 16,000 native trees, shrubs, and perennials. The initiative is partially funded by the American Rescue Plan Act (ARPA) and a Federal Grant, necessitating compliance with federal guidelines.

Work Details
The scope of work includes:
1. Site Preparation and Initial Setup:
- Conduct a pre-construction meeting with stakeholders.
- Install construction access routes, safety fencing, and sediment/erosion controls.
- Stake out project boundaries and document current conditions.

2. Restoration Activities:
- Clearing and Grubbing: Clear designated areas and grade the site as per restoration plans.
- Planting: Install native plants, apply soil amendments, protect trees with Gator bags.
- Drainage and Erosion Control: Implement measures to prevent soil displacement until establishment.

3. Compliance and Safety:
- Maintain a minimum 10-foot offset for equipment near power lines.
- Store hazardous materials properly; refuel equipment in designated zones.

4. One-Year Maintenance Plan post-restoration includes inspections every 1-2 weeks for invasive species removal, weekly refilling of Gator bags, periodic organic fertilizer application, and replacing dead plants as needed.

Period of Performance
The contract will be performed over a two-year period for restoration activities followed by an additional one-year maintenance plan.

Place of Performance
The contract will be performed at the West Haven Eco Park located adjacent to the boardwalk in West Haven, Connecticut.
