Conversion of Anna V. Molloy School

Background
The City of West Haven is seeking proposals from qualified firms to provide project management coordination and planning services for the conversion of the former Anna V. Molloy School into a Community Center. The goal of this contract is to support the City's vision for a functional and sustainable community center by reviewing existing studies, managing programmatic efforts, and developing project plans.

Work Details
The selected firm will be responsible for the following services:

1. Review existing studies and reports related to the Molloy School building.
2. Conduct regulatory compliance and zoning analysis, including evaluating zoning regulations, building codes, and ADA compliance.
3. Engage stakeholders through outreach with community members to gather input on desired uses and features.
4. Facilitate and manage the programming effort to identify functional needs for the community center.
5. Develop a project concept and floor plan that aligns with community needs.
6. Prepare a total project budget covering design, construction, renovation, operational needs, and future maintenance.
7. Establish a potential project schedule outlining phases from initial approval through completion.
8. Explore tax credit and grant opportunities for funding support from state and federal sources.
9. Assess energy efficiency improvements and sustainable construction practices.
10. Conduct a feasibility study on funding sources including public-private partnerships.
11. Provide a conceptual cost-benefit analysis regarding long-term operational costs and revenue potential.
12. Identify potential risks such as structural deficiencies or environmental concerns.
13. Develop a phased implementation strategy addressing short-term needs, mid-term development, and long-term vision for the center.

Period of Performance
The contract period will commence upon award and will continue until all services are completed as outlined in the project schedule.

Place of Performance
The work will be performed in West Haven, Connecticut at the site of the former Anna V. Molloy School.
