SCF Kitchen Renovation Request for Qualifications for GC

Background
The State of Colorado, Department of Corrections (CDOC), is soliciting the submittal of pre-qualifications from firms to provide general contracting services for the Sterling Correctional Facility (SCF) Kitchen Renovation Phase 1 & 2. The project is funded through the State of Colorado and is subject to the State Prevailing Wage and Apprenticeship requirements of the Office of the State Architect. The project involves renovating the existing 31,440 square foot kitchen at SCF, which provides meals to 2,584 male inmates.
The renovation includes an existing support building to serve as the central kitchen with the renovation of the four existing serving lines, dish rooms, and support areas inclusive of demolition of the existing kitchen.

Work Details
The project delivery method will be Design/Bid/Build. General Contractors will be evaluated based on their specific General Contracting experience in seven successfully completed projects of similar scope and complexity in the past seven years.
The minimum requirements include demonstrated bonding capability up to $40,000,000 for an individual project, registration/licensing in the State of Colorado for State Public Works, utilization of Colorado labor for at least 80% of the work, and compliance with various labor regulations including prevailing wage rate and apprenticeship programs.

Period of Performance
The RFQ process will start on February 20, 2024, with a deadline for submission via Box.com on April 30, 2024.
The anticipated construction start date is July 1, 2024.

Place of Performance
The mandatory pre-submittal conference and site walk will be held at Sterling Correctional Facility in Sterling, CO on March 26, 2024.
