Background
The Colorado Department of Regulatory Agencies (DORA) is seeking proposals for the modernization of its Human Resource Information System (HRIS). DORA serves as the state's umbrella regulatory agency, overseeing licensing and registration for various professions and businesses, while ensuring consumer protection.

The current HRIS, known as DORA’s HR Suite, is a 20-year-old legacy system that manages critical HR functions such as leave accruals, performance management, and employee tracking. The goal of this RFP is to replace the outdated system with a more efficient and user-friendly solution that meets the evolving needs of DORA's operations.

Work Details
The selected contractor will be responsible for replacing DORA's legacy HRIS with a modern system that includes the following functionalities:
1. **Employee and Position Management**: Integration of position management with all HR modules; maintenance of employee data; generation of organizational charts.
2. **Personnel Transaction Management**: Recording personnel transaction requests; tracking approvals for hiring, promotions, and separations.
3. **Time and Leave Management**: Management of time data entry; leave request processing; integration with other HR modules.
4. **Performance Management**: Tools for defining performance goals; managing appraisals; tracking grievances and disciplinary actions.
5. **Data Management and Reporting**: Standardized reporting capabilities for timely HR data access; compliance with regulations.
6. **Learning Management**: Training programs for employee development including certification validation and supervisory training.
7. **Security Compliance**: Adherence to state security policies including encryption, access controls, and audit logging.

Period of Performance
The initial term of the contract is anticipated to be three years, starting from January 1, 2025, to December 31, 2027. There may be options to renew for up to seven additional one-year periods at the discretion of the State.

Place of Performance
The work will primarily take place in Colorado, with potential considerations for remote or cloud-based solutions.
