Background
This Request for Proposals (RFP) is issued by the State of Colorado, Department of Natural Resources on behalf of the Energy and Carbon Management Commission (ECMC).

The purpose of this RFP is to obtain competitive proposals from qualified individuals and firms to complete three Organizational Development and Training tasks for the Planning and Permitting Unit of the ECMC. The Department may award to a single or multiple Offerors capable of fulfilling the Agency’s project needs.

The ECMC has budgeted approximately $160,000 to complete all three phases of this project.

Work Details
The contractor will complete three main tasks:
1) Create Key External Guidance Documents, which includes assessing existing documents, creating standards for guidance documents, managing writing and revisions, integrating stakeholder input, developing review processes, and establishing publishing protocols;
2) Develop Comprehensive Internal Standard Operating Procedures (SOPs), which involves inventorying existing SOPs, creating a repository with a table of contents, revising SOP templates, managing technical writing and revisions, and ensuring proper review and approval processes;
3) Develop a Training Curriculum Package that includes new hire onboarding and continued education for staff, with a train-the-trainer component allowing ECMC staff to deliver training in the future.

Deliverables include an evergreen process for guidance document creation, a comprehensive SOP package covering over 70 SOPs, and a robust training curriculum plan focusing on job-specific criteria.

Period of Performance
The project is expected to start on January 13, 2025, and must be completed by January 13, 2026.

Place of Performance
The contract will be performed in Colorado.
