Leadville - Lake County Airport Hangar Development

Background
Lake County, Colorado is soliciting proposals from qualified parties to finance, build, manage, and operate aircraft hangars at the Leadville - Lake County Airport. The Airport is the highest-elevation public-use airport in North America, located at 9,934 feet above sea level. It serves general aviation needs and presents a unique opportunity for aeronautical development due to its strategic location and available land for hangar construction.

Recent improvements have been made to the Airport, and future developments must align with the Airport Master Plan to enhance infrastructure and support aviation business growth.

Work Details
Proposals must include financing, design, construction, management, and operation of aircraft hangars on designated sites within the Airport. The minimum leasehold area is 3,600 sq. ft., with configurations including corporate hangars or multi-bay box hangars. Hangars must be modern steel structures with appropriate lighting and electrical services.

Proposals should ensure connection to existing utilities and comply with FAA regulations. The successful Proponent(s) will also be responsible for constructing utility extensions (water, sewer, electric power) at no cost to the County. Additionally, they must provide a Performance Bond equal to 100% of total construction costs prior to starting construction.

Period of Performance
The initial lease term may be up to thirty (30) years with an option for an additional ten (10) year extension.

Bidder Requirements
Proponents must demonstrate experience in financing, constructing, managing, or operating aircraft hangars or other aeronautical facilities within the last ten years. They must provide financial statements indicating capacity and capability.

Insurance requirements include general liability insurance with specified limits under Colorado law and property insurance covering the replacement cost of improvements.
