JAI Program for UCS Solicitation

Background
The Colorado Department of Human Services (CDHS) is seeking to enhance its document and workflow management capabilities through a comprehensive study. The goal is to identify the needs of county auxiliary systems and propose a solution that improves interoperability among various human services departments.

Slalom, LLC has been engaged to conduct this study, which aims to inform subsequent actions and planning for CDHS and its stakeholders.

Work Details
The study involves several key objectives:
1) Identify core document and workflow management capabilities utilized by Colorado's Human Services departments;
2) Research key technologies that support these capabilities;
3) Analyze potential change impacts resulting from modifications to existing workflows and document management technologies;
4) Develop a capability backlog that outlines necessary features for an effective statewide solution.

The study will include stakeholder interviews, impact assessments, and a roadmap for implementation. Specific areas of focus include document sharing, secure storage, access control, versioning, intuitive capture processes, migration from existing systems, OCR/ICR capabilities, task automation, flexible workflows, reporting and analytics, appointment scheduling, and eligibility management.

Period of Performance
The project is expected to span approximately 2.5 years with three phases: Phase 1 (3-6 months), Phase 2 (4-8 months), and Phase 3 (~1 year).

Place of Performance
The contract will be performed within the state of Colorado, specifically focusing on the operations of the Colorado Department of Human Services and its county partners.
