Background
The Colorado Department of Human Services (CDHS) has initiated a study to explore the needs for an Interoperability Auxiliary System. The goal is to assess and improve the document and workflow management capabilities across various counties in Colorado. This initiative addresses the challenges faced by human services teams in managing documentation and workflows effectively.

Work Details
The study involves a comprehensive analysis of existing document management systems and workflows used by Colorado's Human Services departments. Key objectives include identifying core document and workflow management capabilities, evaluating current technologies, conducting stakeholder interviews, and assessing change impacts.

The study identified 26 core capabilities, inventoried 9 solutions, and outlined 16 impact assessment findings. Specific services include:
1. Document sharing and collaboration
2. Secure document storage
3. Document access control
4. Document version control
5. Document capture and upload
6. Document migration
7. OCR/ICR capabilities
8. Automated task notifications and alerts
9. Reporting and analytics for workflow management.

The proposed solution design includes implementing a state-of-the-practice commercial document management solution combined with advanced workflow, case management, and business process automation.

Period of Performance
The contract will be performed over a period of approximately 2.5 years, divided into three phases: Phase 1 (3-6 months), Phase 2 (4-8 months), and Phase 3 (~1 year).

Place of Performance
The contract will be executed within various counties across Colorado where the CDHS operates.
