FY 25 COACT 4.0 Language Access DQ
Background
The Colorado Department of Human Services, through its Behavioral Health Administration (BHA), is implementing a four-year project supported by the Substance Abuse and Mental Health Services Administration (SAMHSA) to expand and sustain the System of Care (SOC) approach for children and adolescents with serious behavioral health challenges and their families.

This initiative, known as Colorado’s Trauma Informed System of Care (COACT) 4.0, aims to provide technical assistance in implementing the National Standards for Culturally and Linguistically Appropriate Services (CLAS) and Language Access as a central pillar of the system of care.

Work Details
The contractor will provide technical assistance to support the implementation of CLAS standards and language access across various stakeholders involved in the COACT initiative. Specific tasks include:
1. Working with BHA, Administrative Service Organizations (ASOs), Behavioral Health Administrative Service Organizations (BHASOs), High Fidelity Wraparound (HFW) workforce, and other COACT contractors to provide CLAS Standards and Language Access technical assistance.
2. Delivering quarterly reports on meeting minutes, outcomes from stakeholder meetings, and engagement with Communities of Excellence (COEs).
3. Providing consultation on training related to CLAS standards and language access best practices.
4. Supporting translation of documentation into Spanish related to COACT needs.
5. Advising on translation specifications for messaging.
6. Assessing budget availability for ongoing activities outlined in the scope of work.
7. Conducting annual surveys to assess workforce satisfaction and adherence to CLAS standards.
8. Submitting programmatic progress reports detailing annual progress, obstacles faced, and key findings.

Period of Performance
The anticipated contract start date is November 1, 2024, with an initial term running until August 30, 2025. The contract may be renewed for up to four additional terms at the discretion of the State, contingent upon appropriated funds.

Place of Performance
The services will be delivered statewide across Colorado.
