Forensic Services Audit and Assessment

Background
The Colorado Department of Public Safety (CDPS) is issuing this Request for Proposals (RFP) for the Audit and Assessment of the Colorado Bureau of Investigation (CBI) Forensic Services section.
The purpose of this contract is to conduct a thorough audit and assessment of CBI Forensic Services’ policies, procedures, and forensic testing capabilities to ensure they maintain the trust and respect of the communities they serve.

Work Details
The contractor will perform the following tasks:
1. Conduct a project kickoff meeting with CBI Executive staff to verify initial goals and objectives.
2. Develop an understanding of CBI's mission, vision, values, history, organization, and cultural environment.
3. Conduct a thorough audit of all forensic disciplines including Chemistry, DNA, DNA Database, Evidence, Firearms, Latent Prints, Serology, Toxicology, and Trace Chemistry for industry best practices from 2022-2024.
4. Review the Quality Unit's processes for reporting and resolving incidents.
5. Assess supervisory responsibilities and operational practices related to forensic casework management.
6. Interview relevant parties for insights on forensic casework management issues.
7. Identify key stakeholders for interviews as identified by CBI Executive staff.
8. Conduct interviews with CBI personnel regarding strengths and areas for improvement in Forensic Services.
9. Assess performance review processes for early warning systems regarding potential misconduct among personnel.
10. Evaluate CBI Forensic Services' ability to maintain community trust.

Period of Performance
The initial term of the contract is anticipated to begin on or around September 1, 2024, and end on June 30, 2025.
The contract may be renewed for up to two additional one-year periods at the discretion of the State.

Place of Performance
Work will be performed both remotely and in person at various locations including:
- Denver Laboratory (6000 W. 54th Ave., Arvada, CO)
- Grand Junction Laboratory (2797 Justice Drive, Grand Junction, CO)
- Northern Colorado Regional Forensic Laboratory (2329 115th Ave., Greeley, CO)
- Pueblo Laboratory (79 North Silicon Drive, Pueblo West, CO).
