EMR System - OIT

Background
The Colorado Department of Public Health and Environment (CDPHE) is issuing this Request for Proposal (RFP) to implement an Electronic Medical Record (EMR) system through its Division of Disease Control and Public Health Response (DCPHR).

The mission of DCPHR is to ensure that the State of Colorado can respond effectively to public health concerns and emergencies. This project aims to enhance the public health infrastructure by providing tools for managing disease control services, including vaccinations, testing, and treatment, while adhering to standards set by the Centers for Disease Control and Prevention (CDC).

Work Details
The EMR system must automate registration, planning, implementation, evaluation, and reporting for disease control services. Key features required include:
- Online scheduling
- Patient information management
- Real-time interoperability with the Colorado Immunization Information System (CIIS)
- Inventory management
- Reporting capabilities.

The system will replace the current Vaccine Scheduling and Administration System and must migrate existing provider and clinic data. The EMR will support various public health services including routine vaccinations, outbreak-related vaccinations, treatment, and testing. The awarded Offeror will be responsible for system development, installation, configuration, data migration, testing, training, project management, implementation of a public portal, integration with existing systems, documentation, transition to live operation, warranty provision, and first-year maintenance support.

Period of Performance
The initial contract term is one year with an anticipated start date of December 1, 2024. The EMR system must be fully operational by June 30, 2025. There are options for up to nine additional one-year extensions for a total potential contract term of ten years.

Place of Performance
The contract work will primarily take place in Colorado as the EMR system will be used across various locations throughout the state by CDPHE's Mobile Public Health Clinic Program and other public health partners.
