CPW ADAMAS and the ANS Database

Background
This Request for Proposals (RFP) is issued by the State of Colorado, Department of Natural Resources (DNR), on behalf of the Division of Colorado Parks and Wildlife (CPW).

The goal of this contract is to design, develop, and manage two comprehensive aquatic survey database management systems: CPW’s Aquatic Database Management System (ADAMAS) and the Aquatic Nuisance Species Monitoring and Survey system (ANS). These systems are essential for sustainable resource management and enhancing recreational opportunities in Colorado.

Work Details
The contractor will be responsible for the following services:
1. Design, develop, and implement a vendor-hosted/vendor-supported ADAMAS that houses all aquatic survey data for Colorado, including internal CPW survey data and data from external entities.
2. Ensure ADAMAS allows biologists to upload, query, analyze, and report on aquatic survey data efficiently.
3. Develop an ANS Sampling and Monitoring Data Management System that tracks invasive species data across 584 at-risk waters in Colorado.
4. Implement features for user permissions based on roles to maintain data integrity.
5. Provide ongoing maintenance, support, and enhancements for both systems including training for users.
6. Ensure interoperability between ADAMAS and other aquatic data management systems such as Trans6 and AAHL.

Period of Performance
The project is expected to start on June 1, 2025, with guaranteed work through June 30, 2026. There are options for nine annual renewals at the discretion of CPW.

Place of Performance
The contract will be performed within the State of Colorado.
