CCCS RFP 25-013 Admissions Application Fraud Detection

Background
The Colorado Community College System (CCCS) is issuing this Request for Proposals (RFP #25-013) for a Software as a Service (SaaS) solution aimed at managing the submission of fraudulent applications for admission. CCCS serves over 115,000 students across 13 state community colleges and has been facing challenges with fraudulent applications that utilize stolen identities.

The goal of this contract is to identify software options that can detect fraudulent applications during the application process, thereby preventing fake student records from being created in their Student Information System (SIS). This initiative is crucial to ensure that legitimate applicants are not hindered and that minimal staff time is required for reviews.

Work Details
The selected vendor will provide a SaaS solution that integrates with the existing systems, specifically CRM Recruit and Banner. The solution must:
1. Identify and manage fraudulent applications without modifying existing plugins in CRM Recruit.
2. Prevent potentially fraudulent applications from being sent to Banner while ensuring valid applications are processed seamlessly.
3. Check against multiple data points such as addresses, databases of deceased individuals, and stolen identities.
4. Include single sign-on capabilities with SAML 2.0 or OpenID Connect.
5. Provide a Help Desk for post-go-live support.
6. Allow for a one-time pass of current newly admitted students before the solution goes live to identify potential fraud.
7. Enable staff to view potentially fraudulent students and make decisions on their applications.

Period of Performance
The initial term of the awarded contract is anticipated to begin on July 1, 2025, and end on June 30, 2026. The contract may be renewed for up to four additional one-year periods at the sole discretion of the State, making the total potential duration not exceeding five years.

Place of Performance
The services will be performed across all 13 colleges within the Colorado Community College System.
