Wireless Hotspot Devices and Services

Background
The County of Mendocino Library is seeking to procure Wireless Hotspot Devices and Services to enhance connectivity for its patrons. This initiative aligns with the library's mission to provide access to information and technology resources.

The RFP No. 031-24 aims to solicit proposals from qualified vendors for the provisioning of these services, particularly in light of new E-Rate funding opportunities announced by the FCC for eligible schools and libraries.

Work Details
The contract will involve the following key components:

1. **Network Coverage and Reliability**: Data service must be provided on a 4G LTE or higher network covering all Mendocino County Library branches including Ukiah, Willits, Laytonville, Covelo, Fort Bragg, and Point Arena.

2. **Mobile Hotspots**: Vendors must supply durable mobile hotspots with 8-10 hours of battery life, Wi-Fi compatibility (802.11 b/g/n/ac), and compatibility with major operating systems. The devices should arrive fully activated and ready for distribution.

3. **Network-Based IP Traffic Management**: The filtering mechanism must comply with FCC Children's Internet Protection Act (CIPA) requirements and be managed in the cloud.

4. **Program Management**: This includes unlimited data plans with minimal throttling, zero-cost device suspension options, and customer support for program management.

5. **Billing**: Vendors must separately invoice FCC approved expenses to USAC and any non-eligible expenses directly to the library.

Period of Performance
The contract is expected to commence on July 1, 2025, following a selection process that concludes in December 2024. The duration of the agreement will be three years.

Place of Performance
The services will be performed at various locations across Mendocino County, California, specifically at library branches in Ukiah, Willits, Laytonville, Covelo, Fort Bragg, and Point Arena.
