Waste and Recycling Consulting Services for Pilot Program on Bin Contamination Rates in State Agency Office Buildings

Background
The Department of General Services (DGS), Executive Office Division (EO), Office of Sustainability (OS) is California's sustainability lead, responsible for implementing the state's sustainability goals as outlined in Executive Orders and legislation.

The OS coordinates efforts across state agencies to enhance waste management and recycling practices, aiming to achieve zero waste policies. This contract seeks consulting services to conduct a pilot program assessing bin contamination rates in state agency office buildings, identifying cost-saving opportunities from reduced contamination, and developing effective employee education programs to enhance recycling efforts.

Work Details
The contractor will provide consulting services that include:
1) Establishing bin contamination rates through waste audits and employee surveys;
2) Identifying potential cost savings from reduced contamination;
3) Developing educational materials and training programs for employees to improve recycling practices;
4) Conducting a waste technology needs assessment;
5) Providing bi-weekly progress reports and a final project close-out report detailing findings and recommendations;
6) Implementing strategies for improving waste management processes across state agencies.

Period of Performance
The contract will be performed over a period of one year, starting from June 14, 2025, to June 13, 2026.

Place of Performance
Services will be performed at the Education Building located at 1430 N. Street, Sacramento, CA 95814.

Bidder Requirements
Proposers must be registered with the State of California Secretary of State if required by law. They must provide proof of insurance covering general liability, commercial automobile insurance, and worker’s compensation. Proposers are required to meet a minimum Disabled Veteran Business Enterprise (DVBE) participation goal of 3%. Additionally, bidders must comply with Executive Order N-6-22 regarding economic sanctions against Russia.
