Translation Services RFP 2024

Background
The Los Angeles Housing Department (LAHD) administers various programs aimed at ensuring safe, decent, and affordable housing in the City of Los Angeles. This Request for Proposal (RFP) is initiated to solicit qualified organizations to provide interpretation and translation services primarily for LAHD's programs.

The services are essential for compliance with the Citywide Language Access Plan and Presidential Executive Order 13166, which mandates meaningful access for limited English proficiency constituents. The contract will support LAHD's mission by ensuring vital documents are accurately translated for program participants.

Work Details
The contractor shall provide comprehensive interpretation and translation services across various city-wide locations. Key requirements include:
1. Availability of necessary equipment such as computers, internet access, and software like Zoom or Google Meet.
2. Provision of California Court Certified interpreters for fifteen specified languages including American Sign Language, Arabic, Spanish, and others.
3. Capability to offer Realtime Captioning and Communication Access Realtime Translation (CART) services by a Registered Court Reporter.
4. Accurate and culturally sensitive written translations of vital program documents determined by LAHD staff.
5. Interpretation services for both small (less than 10 attendees) and large events (11 or more attendees), including necessary equipment like headsets and interpretation booths.
6. Timely service delivery, including after-hours support when needed.
7. Provision of video voice-over interpretations.

Period of Performance
The initial contract is expected to commence on or about July 1, 2025, with a duration of three years, contingent upon funding availability and contractor performance evaluations.

Place of Performance
Services will be performed at various locations throughout the City of Los Angeles as required by LAHD.
