NOTICE TO BIDDERS Mariposa County Health and Human Services Agency Invites Bids for the provision of Specialty Mental Health Services.Mariposa County Behavioral Health and Recovery Services (BHRS) invites proposals from licensed Foster Family Agencies (FFAs) to provide, facilitate, and oversee Therapeutic Foster Care (TFC) services. These services are for children and youth under 21 years old, placed in foster care by Mariposa County Child Welfare Services (CWS) or the Mariposa County Probation Department (MCPD). Eligible candidates must meet the medical necessity for specialty mental health services (SMHS) and be at risk of entering, or transitioning from, a higher level of care. These services will be funded as Early and Periodic Screening, Diagnosis and Treatment (EPSDT) SMHS using a combination of State Realignment and Federal Medicaid funding. BHRS intends to award one or more contracts to the Bidder(s) selected as the most qualified responsible Bidder(s) whose responses conform to this RFP and meet the County's requirements set forth herein. Background

Work Details
The contract will involve the provision, facilitation, and oversight of TFC services, which include:
- Recruitment, training, and supervision of TFC parents
- Client assessment and documentation
- Overseeing plan development and rehabilitation
- Managing qualified staffing teams including Licensed Practitioners of the Healing Arts (LPHA)
- Ensuring ongoing training for TFC parents
- Providing 24/7 accessibility for mental health services
- Conducting monthly meetings with BHRS
- Documenting therapy encounters
- Tracking data on service delivery outcomes.
The program aims to reduce placements in Short-Term Residential Therapeutic Programs (STRTP), provide step-down capacity from STRTP, and enhance training for TFC parents.
Period of Performance
The contract will commence upon execution by the Chair of the Mariposa County Board of Supervisors and will last for three years from the start date.
Place of Performance
Services will be provided within Mariposa County.
