Description

HCD seeks a team of TA providers to assist eligible applicants for HCDs funding programs and provide capacity building to internal HCD staff. An eligible applicant who HCD refers to the TA provider team for assistance shall be referred to as a TA Recipient. HCD expects that the contracted TA provider will subcontract with other TA providers to provide all the services described herein. Background
The Housing and Community Development Department (HCD) of California is dedicated to promoting safe, affordable homes and vibrant, inclusive communities for all Californians. In line with its mission, HCD has initiated new equity-focused policies to enhance access to funding opportunities for historically disinvested communities. This Request for Proposal (RFP) seeks a team of Technical Assistance (TA) providers to assist eligible applicants in navigating the technical field of housing development and HCD-funded projects, thereby improving their chances of success in funding applications.

Work Details
The contracted TA provider will assist eligible applicants referred by HCD, known as TA Recipients, in various tasks including:

1) Designing projects or programs for funding applications;
2) Applying for HCD funding;
3) Carrying out funded projects while ensuring compliance with regulations;
4) Developing policies and systems for efficient project delivery;
5) Providing group trainings and peer-to-peer learning opportunities;
6) Creating tools and templates for broader use;
7) Capacity building for internal HCD staff through training and support;
8) Project coordination including oversight of TA requests.

The team must be capable of delivering these services across all California geographies.

Period of Performance
The contract will commence on January 1, 2025, or upon approval by the Department of General Services (DGS), whichever occurs later. It will last for a term of 36 months with an option to amend for up to three additional two-year terms.

Place of Performance
Services will be provided across various locations throughout California as needed by the TA Recipients.
