Technical Assistance for ADU Construction

Background
The City of Long Beach is facing a significant housing crisis characterized by high rates of cost-burden, homelessness, overcrowding, and potential displacement of residents. This crisis disproportionately affects lower-income households and residents of color.

In response, the City has developed the Accessory Dwelling Unit (ADU) Loan Pilot Program to create more affordable housing options. The program aims to provide low-interest loans and technical assistance to homeowners for constructing ADUs that will be rented to low-income tenants, thereby increasing the affordable housing supply in Long Beach.

Work Details
The selected contractor will provide comprehensive technical assistance and project management services for homeowners participating in the ADU Loan Pilot Program. Key responsibilities include:

1) Conducting feasibility analyses and cost assessments for ADUs;
2) Providing financial consultations to help homeowners understand project costs;
3) Assisting homeowners in obtaining bids and selecting qualified contractors;
4) Preparing construction schedules and tracking progress;
5) Managing the permitting process;
6) Conducting regular on-site inspections;
7) Reviewing construction schedules, budgets, change orders, and payment requests;
8) Educating program participants through webinars and workshops;
9) Coordinating with various stakeholders including architects, contractors, and city staff;
10) Preparing monthly progress reports and a final evaluation report at project completion.

Period of Performance
The contract will be for a period of two years with an option to renew for three additional one-year periods, not exceeding a total of five years.

Place of Performance
The contract will be performed within the City of Long Beach.
