You are invited to respond to this Request for Quote (RFQ) for Information Technology (IT) Consulting Services. The California Energy Commission s (CEC) Fuels and Transportation Division requires IT consulting services to provide an Electric Vehicle Infrastructure Project Tracking tool (hereafter, EV Infrastructure Project Tracker). Background
The California Energy Commission (CEC), specifically the Fuels and Transportation Division (FTD), is seeking a contractor to provide Information Technology (IT) consulting services for the development of an Electric Vehicle Infrastructure Project Tracking tool, referred to as the EV Infrastructure Project Tracker. This initiative follows a prior Request for Information (RFI 23-001) aimed at gathering industry insights on creating such a tracking tool. The goal is to facilitate the monitoring of EV charging station installations across California, thereby enhancing project management and reporting capabilities.

Work Details
The contractor will be responsible for developing an online dashboard that aggregates project permitting and construction statistics from various EV charging installations in California. Key tasks include:

1. **Project Management Activities**: Planning, defining goals, documenting schedules, and submitting monthly status reports.

2. **Discovery & Analysis of User Requirements**: Reviewing functionality documentation, leading discovery sessions, and defining user stories.

3. **Data Portal/Dashboard Development**: Creating a secure user interface for reporting milestones and real-time status monitoring.

4. **Workflows and Notifications**: Developing notification systems for milestone events and logging user activities.

5. **Beta Testing**: Testing the tracker with data from CEC-funded projects to ensure functionality.

6. **Knowledge Transfer**: Providing training sessions and user guides on using the tracker.

7. **Unanticipated Tasks**: Addressing unforeseen tasks as they arise during the project lifecycle.

Period of Performance
The anticipated project start date is February 10, 2025, with an estimated contract length of 24 months. There is an option to extend the contract for an additional 12 months if necessary.

Place of Performance
The services will be performed primarily in California, focusing on EV charging infrastructure projects statewide.
