RFQ # 10200207 - Learning Management System (LMS)

Background
The California Department of Water Resources (DWR) is seeking a contractor to provide an interactive, online Learning Management System (LMS) for Critical Infrastructure Protection (CIP) compliance training. This training aims to educate DWR employees and vendors on the objectives outlined in CIP-004 R2.1, ensuring they meet necessary compliance standards.

Work Details
The contractor will provide the following services:
1. An interactive online LMS compliant with North American Electric Reliability Corporation (NERC) standards for CIP training.
2. Hosting of the LMS for administration, documentation, tracking, reporting, and delivery of training to DWR personnel.
3. Capability for DWR to upload student data and track training enrollments/completions.
4. Uploading of DWR-specific information into standard training modules.
5. Individual log-on access for over 1,000 personnel.
6. 24/7 access to online training via an off-premise LMS.
7. Knowledge checks to verify understanding of material with a minimum passing score of 70%.
8. Regular updates to training content according to current NERC CIP standards.
9. Immediate notification to DWR of any technical issues affecting access to the training website.

Period of Performance
The contract will span three years, with annual online training sessions provided each year for over 1,000 personnel.

Place of Performance
Training will be accessible online through DWR computers connecting to the contractor's hosting site.
