Background
The City of Alhambra, represented by its development manager Cowley Corbis, is seeking qualified construction management firms to provide Construction Manager as Adviser (CMA) services for the Multi-Prime delivery of the Alhambra Community Center project. The goal is to ensure a quality, cost-effective project that is completed on schedule and within budget. The selected firm will provide input related to design, contractor selection, and oversight of prime contractors' performances while representing the best interests of the City.
Work Details
The selected CMA will be responsible for various tasks including:
1. General Project and Construction Management: Staff assistance, master schedule preparation, cost control, design checklist implementation, document control, meeting organization, reporting, ensuring compliance with California prevailing wage requirements, and risk management.
2. Preconstruction Services: Plan review for value engineering and constructability, master budgeting and scheduling services, detailed construction CPM schedule production, bidding strategies consultation, and general conditions document preparation.
3. Bid/Award of Services: Encouraging bidder interest, bid preparation and advertisement placement, pre-qualification of prime contractors, conducting pre-bid conferences, and bid evaluation.
4. Construction Services: On-site management and coordination of construction activities, project meetings coordination, communication facilitation among stakeholders, budget control maintenance, safety program implementation, quality assurance and quality control oversight.
5. Project Close-Out and Post Construction Services: Punch list supervision, relocation coordination for City furnished materials and F&E (furniture & equipment), user training scheduling and documentation.
Period of Performance
The project construction schedule spans 18 months from September 2025 through February 2027. The complete project timeline includes design from August 2024 to May 16, 2025; pre-construction bidding from July 2025 to August 2025; construction from September 2025 to February 2027; fit-out in March 2027; and project close-out in March 2027.
Place of Performance
The contract will be performed at the Alhambra Community Center located at 612 West Shorb Street in Alhambra, CA.
Bidder Requirements
Proposers must demonstrate relevant experience as a licensed California general contractor with prior experience on civic projects. They must also comply with insurance requirements including workers’ compensation insurance coverage for all employees performing services under this agreement; comprehensive general liability insurance of at least $1 million per occurrence; comprehensive automobile liability insurance; professional liability insurance; and proof of insurance meeting specified standards.
