RFP - Union Road Overcrossing at State Route Highway 46 East

Background
The City of Paso Robles, in collaboration with San Luis Obispo County and Caltrans, is initiating the Union Road Overcrossing at State Route Highway 46 East Project to enhance local and regional traffic circulation.

The project aims to alleviate existing traffic delays by constructing a new interchange at the current at-grade intersection of State Route 46 and Union Road, located approximately two miles east of US Highway 101. This project is part of a broader effort to improve traffic operations along State Route 46.

Work Details
The selected consultant will provide comprehensive Preparation of Plans, Specifications, and Estimates (PS&E) for the construction of the Union Road Overcrossing. Key services include:
- roadway engineering
- quantity calculations
- environmental surveys
- preparation of environmental documents for permit applications
- preliminary right-of-way engineering
- utility research and coordination
- hydraulic analysis
- geotechnical engineering
- topographic and boundary surveying
- preparation of bid-ready PS&E.

The consultant may also assist in procuring a Caltrans Encroachment Permit. The work will focus on Phase 1 improvements, which involve constructing a new overcrossing and local road connections with roundabouts at Tractor Street and realigned Union Road intersections.

Period of Performance
The contract work is expected to commence following the award on February 18, 2025, with a Notice to Proceed issued on March 31, 2025. The duration for completing the PS&E should align with typical project timelines for similar infrastructure projects.

Place of Performance
The work will be performed in Paso Robles, California, specifically at the intersection of Union Road and State Route Highway 46 East.
