Description

The RFP for the program administrator of the CalHome Owner-Occupied Home Repair Program and The First Time Home Buyer Program will assist the City to expend the grant funds prior to the end of the grant period. In addition, this collaboration will assist the City in future funding cycles, granting the City the continual years of program implementation experience needed to qualify for future CalHome grants and the utilization of Permanent Local Housing Allocation (PLHA) funds. The program will be funded by the City's CalHome Reuse account and PLHA to carry out the home repair program and down payment assistance. Both programs will be in the form of deferred payment loans to South El Monte residents with a 30-year restriction on the home.
Background
The City of South El Monte, an industrial community incorporated in 1958 with approximately 21,000 residents, is seeking proposals for the administration of its Owner-Occupied Home Repair Program and the First-Time Home Buyer Program.

The goal of this contract is to effectively utilize grant funds from the CalHome Reuse account and Permanent Local Housing Allocation (PLHA) to assist residents with home repairs and down payment assistance. This initiative aims to enhance the community's infrastructure and support future funding cycles for housing programs.

Work Details
The selected contractor will administer the Owner-Occupied Home Repair Program and the First-Time Homebuyer Loan Program. Responsibilities include:
1. Assigning a representative to work closely with the City’s representative.
2. Providing monthly updates on housing rehabilitation projects and first-time homebuyer applications.
3. Ensuring compliance with program guidelines, reporting, and disbursement procedures.
4. Familiarity with single-family residential construction improvements, preparing detailed work write-ups, reviewing income documentation for applicant qualification, preparing residential construction contracts, deeds of trusts, and reviewing contractor invoices.
5. Experience in loan processing, appraisals, and underwriting services is required.
6. Maintaining accurate documentation that meets or exceeds funding source requirements.

Period of Performance
The City intends to enter into a three-year agreement with the selected firm, with annual performance reviews to determine continuation of services for subsequent years.

The contract will be performed in South El Monte, California.
