Description

The State seeks a qualified Contractor that can quickly develop and execute a pipeline building strategy designed to familiarize key target audiences across the state with the California Service Corps, generate interest from prospective service members and engage new recruitment contacts for high school and college-bound audiences. The Contractor must possess strong project management skills, the ability to manage subcontractors (if necessary), have extensive knowledge of reaching targeted grassroots audiences through proven, specific information sources. The Contractor will assist in the coordination, development and implementation of targeted outreach efforts and provide support through audience identification research and audience development, strategic planning and community engagement to support recruitment and member enrollment. The award amount is up to $500,000. Please note a minimum of 3% participation by a Disabled Veteran Business-Owned Enterprise (DVBE) and 25% participation by a Small Business is required to submit a proposal.
Background
The State of California, through the Governor’s Office of Service and Community Engagement (GO-Serve), is seeking a qualified Contractor to develop and execute a pipeline building strategy for the California Service Corps.

The goal is to familiarize key target audiences with the program, generate interest among prospective service members, and engage new recruitment contacts, particularly targeting high school and college-bound individuals.

The Contractor must have strong project management skills and experience in grassroots outreach.

Work Details
The Contractor will be responsible for:
1. Developing a comprehensive outreach strategy to engage targeted audiences across California.
2. Conducting audience identification research to determine effective recruitment strategies.
3. Implementing community engagement efforts to support recruitment and member enrollment.
4. Coordinating outreach efforts that may include attending 10-15 events/conferences as an exhibitor and managing sponsorships at 3-5 events.
5. Creating marketing materials such as flyers, banners, and other collateral using provided assets from California Volunteers.
6. Utilizing software that ensures data protection for collected contacts and allows for note-taking and data export in .csv format.

Period of Performance
The contract will commence on March 10, 2025, and conclude on March 9, 2026.

Place of Performance
The services will primarily be performed in California, with specific tasks requiring occasional travel to the California Volunteers office located at 1400 Tenth Street, Sacramento, CA 95814.
