RFP NPDES Phase 2 MS4 Public Education and Outreach Services

Background
The San Bernardino County Flood Control District is seeking proposals for Public Education and Outreach Services as part of the San Bernardino County Areawide Stormwater Program. This initiative aims to comply with the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit requirements, which mandate the development and implementation of a watershed-wide stormwater public education program. The goal is to educate the public on pollution impacts and best management practices to prevent stormwater pollution.

Work Details
The selected contractor will be responsible for planning, implementing, and evaluating a comprehensive stormwater public education and outreach program. Key tasks include:

1) Maintaining and updating the Program website monthly, ensuring it serves as an information hub for public outreach;

2) Managing social media pages to engage audiences;

3) Promoting an illegal dumping hotline;

4) Developing public education materials such as BMP fact sheets and brochures tailored to various audiences including residential and commercial sectors;

5) Establishing relationships with local organizations for material distribution;

6) Providing monthly budget reports and quarterly updates on program activities;

7) Conducting evaluations of current outreach efforts and making recommendations for improvements;

8) Preparing annual summary reports for compliance with MS4 Permit requirements.

Period of Performance
The contract will commence on July 1, 2025, and will run for a maximum of five years, concluding on June 30, 2030.

Place of Performance
Services will be performed within the MS4 Phase 1 boundary in San Bernardino County.

Bidder Requirements
Proposers must be registered with the California Secretary of State if applicable, possess necessary licenses or certifications, have no record of unsatisfactory performance with the District in the past two years, and comply with all applicable laws. Additionally, they must provide evidence of insurance as specified in the RFP.
