Description

This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to expand the Predictive Ecosystem Analyzer (PEcAn) to include three (3) additional soil carbon components (hereby defined as support structures): 1) the Rothamsted Carbon Model (RothC), 2) the Cohort Marsh Equilibrium Model (CMEM), and 3) the Peatland Ecosystem Photosynthesis Respiration and Methane Transport (PEPRMT) model. Further, the contractors will provide functionality to implement management actions for each support structure. Detailed training materials and tutorials will be provided for all support structures and functionality included.
Background
The California Air Resources Board (CARB) is seeking to expand the Predictive Ecosystem Analyzer (PEcAn) to include three additional soil carbon models: the Rothamsted Carbon Model (RothC), the Cohort Marsh Equilibrium Model (CMEM), and the Peatland Ecosystem Photosynthesis Respiration and Methane Transport (PEPRMT) model.
This initiative is part of CARB's efforts to enhance California's climate strategy as mandated by the Global Warming Solutions Act of 2006 and Assembly Bill 1279, which aims for carbon neutrality by 2045.
The contract will support improved soil carbon assessments necessary for future Natural and Working Lands Carbon Inventories and Scoping Plans.

Work Details
The contractor will be responsible for integrating RothC, CMEM, and PEPRMT into PEcAn, providing functionality for management actions related to these models.
The contractor must also develop detailed training materials and tutorials for each model.
Specific tasks include:
1. Addition of RothC to PEcAn within 3 months of start date.
2. Training sessions for RothC within 3 months of start date.
3. Addition of CMEM to PEcAn within 6 months of start date.
4. Training sessions for CMEM within 6 months of start date.
5. Addition of PEPRMT to PEcAn within 9 months of start date.
6. Training sessions for PEPRMT within 9 months of start date.
7. Development of training materials over a timeline extending up to 20 months after the project starts, including weekly meetings and draft/final report submissions.

Period of Performance
The contract term is set for twenty-four (24) months from the actual start date, with a potential extension of twelve (12) additional months based on satisfactory performance.

Place of Performance
The work will primarily take place in California, as it pertains to state environmental assessments and modeling.

Bidder Requirements
Proposers must demonstrate proven knowledge and experience in process-based ecosystem modeling, soil carbon projects, and developing tools or models applicable to clients beyond their developers.
They must also provide evidence of qualifications, including resumes and references, comply with all licensing requirements in California, and submit various required forms such as Payee Data Records (STD 204), Contractor Certification Clauses (CCC), and certifications related to civil rights laws and COVID-19 safety protocols.
